How many layers of Asphalt does Interstate 195 need?

For the past two months, the section from Rt. 9 to Rt. 34 of interstate 195 has been ripped up, then repaved, paved over and now another layer of asphalt is being put ontop of the other two.

Why does it need 3 layers?
